Established in 1993, the National Drug Intelligence Center (NDIC) is a component of the U.S. Department of Justice and a member of the Intelligence Community. The General Counterdrug Intelligence Plan, signed by the President in February 2000, designated NDIC as the nation's principal center for strategic domestic counterdrug intelligence.

The National Drug Intelligence Center (NDIC) was established by the Department of Defense Appropriations Act, 1993 (Public Law 102-396) signed into law on October 6, 1992. Placed under the direction and control of the Attorney General, NDIC was established to "coordinate and consolidate drug intelligence from all national security and law enforcement agencies, and produce information regarding the structure, membership, finances, communications, and activities of drug trafficking organizations."

Unfortunately, the NDIC center was established in Johnstown, PA, over two hundred miles from Washington DC. It was unable to find people in the local communities to fill the necessary positions and as a result, people were "temporarily assigned" from Washington DC, thus creating more wasteful spending of taxpayer dollars. Locals that were hired had to travel to Washingtion to perform most of their work. Several years later the whole entire NDIC staff was duplicated in Washington DC. So the $39M is just a duplication of $39M already being spent under DOD's blanket appropriations bill.
