Congress are using earmarks to meet pressing needs or pass out political favors.
$15 Million from Carolyn Maloney of New York, plus $13 million from Bill Young of Florida for a supposed National Historic Landmark that has fallen on hard times and disrepair because it never drew enough visitors to cover expenses. Not long after Young kicked in the $13 million federal grant, he received $40,000 from New York "business associates" for an uncontested re-election bid.
In case you don't recall, the Intrepid was the ship that was stuck in the mud in New York harbor and it took multiple tries for tugs to get the ship away from the pier and on her way to a shipyard for "necessary" repairs.
Between Maloney and Young, they convieniently "found" $28 million DOD dollars for the Intrepid Museum.
