This is another in a continuing stram of federal dollars that Murtha brings to his district. The ubiquitous and sweeping nature of the title of this earmark says it all. The question is: Does the U.S. Air Force want this money spent?

Exactly how this earmark helps his district is lost in the ephemeral mists. The funding never makes it way to the working man's level and Murtha presides over one of the poorest and highest unemployment districts in the state.

There was $19, 350 to Murtha.

The second-highest ranking Air Force procurement officer Charles D. Riechers, killed himself after coming under scrutiny for accepting $26,788 from Commonwealth Research Institute, whose parent is CTC. The apparent arrangement was that he was paid $13,400 per month.
