It does not contain 2009 earmarks. Congress released earmark disclosures for an omnibus bill that included three of the twelve regular appropriations bills—Defense, Homeland Security, and Military Construction/Veterans Affairs—for fiscal year 2009.

With all of the Educational Facilities around the country this form of monetary request shoud be carefully re thought. The Educational Facility should request funds through the government agency which would manage the so called "Gift" . As an example, a request for monies which would be used to advance medicine should go to the agency responsible for Medical Exploration... Possibly the Department of Health and Human Services. These departments would be allocated a lump some per year that was approved during the annual budget review. Our elected officals would follow the same format for requests to Schools within there jurisdiction.It s all about PLANNING.
